what does it takes to get this achievement?

i done the run before (like its described here https://ck3.paradoxwikis.com/Achievement) but didnt got awarded with it.

i was at the time i got it the King of Scotsland.

or is it a bug ?

and is there a way i can show my savegame to you without inserting 20 screenshots?

You might be missing some specific island , your realm size is maybe over 80 counties or you're not the norse culture anymore with the astru religion which is needed for this.

Starting and staying as a North Germanic Ásatrúan of any kind, 'Completely Control' everything in the Islands in the Atlantic and Mediterranean Region without ever having over 80 Realm Size
Game is Ironman.
Has Northlern Lords DLC.

yes i double checked it that i have every island, even the small ones, i m still (but not reformed) asatru and i m in the North Germanic Culture Group (Swedish), Real size is 76, and yes its a ironman game with the Northern Lords DLC

I still don't even have the achievement for completing a dynasty legacy. Or playing until 1453.

Some achievements *may* simply not work.

what i heard, the nothern DLC legacys do not work for the achievement, but the others are, youre sure you do it in Ironman because the "playing until 1453" worked for me

You need to be Duke, that is why I waited a long time as Harald of Noway after conquering Sweden and Denmark for Ivar to die and get Man.
Also its in the description, your rank not higher than Duke.

can i get rid of a empire or king title without losing land?

Had the same problem, hence the new game and years of overextension :D, but its doable and also good for feudalizing all those tribals. So I always create any kingdom title after Man.

with which one did you start?

Fairhair Norway, do not subjugate Denmark or Sweden or you get kingdom title.
You can do Denmark by duchies and invading Sweden though it takes time (hello truce) and we want it asap of course.
Or start subjugation war and than create Man, downside is that subjugated counties do not convert to feudal (thats why I like first approach more if you want to do it within first lifetime).

you mean the decicion "take the kingdom of Mann and Isles"?
but i thought you need to be duke?

the achievement might be locked to non player created leaders too, ive noticed most of the DLC achievements are locked behind no player created character
