In the console window, you click on 'Explore Objects'. Another window opens. In the second drop down menu (provider) you select 'Living Characters'. Then you need to find your character either by name or ID. Click on your character and in the next window select 'Script Runner', then 'Effects'. In the 'Effects' window you type change_government=tribal_government, or feudal_government or clan_government. Then click 'Run'.
It sounds more complicated then it is. There are a lot more scripts you can run this way. From changing faith of a county or giving buffs or more building slots to a city. These are done by selecting 'Landed Titles' instead of 'Living Characters'. Just check the 'scripted_effects' folder in the common directory for all the effects.
Great! Thanks for the reply mate
