You can't raid somebody you have a truce with. IIRC them beating your raiding army in a battle also prevents you from raiding them again for a set period of time.
Whenever i couldn't raid, it was because i either missed the "torch" icon hidden under another flag/icon, or i had a truce from a previous war.
Any mods installed?
But i have had your exact issue plenty of times. I would raid someone (or try to) because simply they kept raiding me, and i would go all over their lands to raid and my guys would sit there doing nothing at all. sometimes the raiding bar would come up and then it would just go away. And to anyone who would gate keep this as not a bug and say i probably didnt have armies large enough to raid in any of those times thats also not true. My armies were always well over the levy size the holdings had.
To me it definitely seems to be a bug. I also use no mods. but ive also had this happen many times. Sometimes i can get it to fix by bringing my army back to my territory then moving them back to raid. Other times i have to bring them back, disband them and then raise them again and then attempt raiding again.
I too think it is a bug cause I definitely remember performing raiding the same way I perform it now with the same leader. I guess I will wait until it is fixed.
