Yeah, no matter what its always best to just agree to their demands and then just murder them. But the only time ive ever had someone expose a secret vs making a demand was rulers outside of my realm, I guess theres no way for them to use hooks so they just auto expose.
There really should be some mechanic in place for your rank to limit that sorta stuff though, one playthrough my character had multiple empire titles and was being blackmailed by some 1 province minor lol. Cant really see that happening.
I'll try stacking intrigue with high-intrigue spymasters on my next playthrough. see if the combo works in blocking secret-hunters or if there really is nothing you can do against someone who's determined to undermine your empire.
on the flipside, i also used this tactic to fragment sweden when it was growing to become a threat i could not manage.
i tried murdering kings to see if the kingdom will split. no dice--it remained cohesive after four successive killings. i then sent my spymaster to dig out secrets in the swedish king's court. i exposed all those secrets, watched sweden get wracked by civil war, and then started nibbling away on the splintered pieces near my borders.
