No royal prerogative if your character is Vlach?

I fit every criteria, but I cannot get to level 3 because the one Red exclamation point states that Vlachs don't have a royal prerogative, does this mean I cannot go any further?

It means your culture (Vlach I'm assuming) needs to research the royal prerogative innovation which will allow you to use crown authority 3 (and 4). If you're the culture head then you can choose which innovations are being researched.

you can find this by clicking on the culture tab in the 3 tabs on the bottom left of your screen next to your portrait

It depends of your starting time. It takes a long time to get the royal prerogative innovation. Do not expect to discover it in one life if you start in 867
And some innovation are unlocked only when you reach a certain era (900-1050...)
Royal prerogative is only available after 900

And then you need the heraldic, hereditary laws, primogeniture etc, all this must be researched and takes decades.
