You don't.

Also, the Capets are not descended from Eudes/Odo, but from his younger brother, Robert I.

You could always just rename the dynasty to Capet if you want though.

But Count Eudes becomes Ruler of France ? And under the name of Capet or not?

So if I want to start as Capet and create the Kingdom of France I need to start with Robert I ?

He did indeed, but like I said he was not of the Capetian dynasty. His younger brothers grandson, Hugh, founded the Capetian dynasty a century after Eudes/Odo died.

Eudes/Odo can be said to have belonged to the "Robertian" dynasty, or "Robertine" as the game calls it.

You won't be able to start as a Capet in the 867 start, and starting in 867 unfortunately doesn't give you some decision or event to form the house of Capet and the Kingdom of France, even if you switch over to Robert and play through successive generations.

If you really want to though, you can start as Eudes/Odo and don't have children so you succeed as your brother Robert. With Robert, accrue lands around Paris/Ile-de-France, and make sure to have a son named Hugh. Become Hugh, grow your powerbase and get more titles, have a son named Hugh. When you take over as this Hugh, become king of West Francia and then just rename your dynasty to Capet and rename your kingdom to France, or Kingdom of the Franks, which was what it was called during this time period (we don't actually hear of a kingdom of "France" until the later 12th century, during the reign of Philip II).

Other than that, the only way to play as the Capets currently would be starting as Philip I in the 1066 start.
