weird side effect of equal gender + lay clergy + allow women clergy
I have 4 wives, and none of them can serve on the council because they've all been tapped to hold bishoprics/baronies, against my will and I don't have a way to take out their titles because they're not serving in my counties.

I guess there is a reason to put some restrictions on where women can serve otherwise your wife can't help you with council stuff!!

If you have equal gender you should be able to land them with a title that reports directly to you to get them back in your court (they'll surrender any clashing minor title like a barony / bishopric or integrate it if you eg give them the corresponding duchy)

I can't give them the corresponding duchy/county because it belongs to my vassals, or vassals of vassals. I can't be bothered to revoke and untangle the web of vassals, causing lots of tyranny or wasted time fabricating. But maybe the first half of your post was correct, if I just land them with their own land maybe they'll come back. Dunno I"ll give it a try if it happens again.

If you are creating your own religion, under 'Clergy Doctrines', set clerical marriages to disallowed. If you do that, then they can't usurp someone who is already married.
