Why are you forced to surrender at -100% score?
So the war was going good, but I lost some battles and some ♥♥♥♥♥♥ counties. I still had ♥♥♥♥ ton of money and was about to deploy a massive army + invited some allies, when suddenly I lost the war. That happened despite the fact that I occupied their CAPITAL CITY. Wtf? Why does losing a battle give you such a massive penalty? It means nothing if you can quickly replace your men anyway. Why would you surrender to an enemy if you have manpower + budget advantage?

Because you hit -100% score.

What's the alternative? You're never forced to surrender, unlike the computer which does have to at -100%, and you just keep a war going for 200 years until your home country is strong enough to win it? Come on.
What happened probally, was that you lost a fight in which you were leading, which just like if you capture their leader, you can go to 100% war score instantly with just one fight, as Jratman says, you don't get forced to surrender if you drop to 100%
