Emperor of the Roman Empire is called "High King"?

Is this a mod or something? Seems like damn near every kingdom title/empire title has the royal title of "High King"

Are you using the Ethnicities & Portraits Expanded mod?

I also noticed that my Norse emperor was called High King, although that should only be the name for a Magyar emperor. And EPE is the only mod i have installed.
