Are rivers "coastal"?
Enemy armies can move through my land without attrition. Is it because they're on a river?

There might be a different reason - but they do let you build ports on rivers, so Major Rivers might have something there.

It is a different reason. I now see the enemy trapsing all around non-coastal France with no penalties!

If they have long boats they can.


If not:
They will suffer attrition if they run out of supplies (they will also fight badly). They will also take losses if they get more than 1 county away from an area you control and move thru a walled city.

In the grand scheme it's not a huge amount and the computer doesn't seem to care.

In most cases I will expand into an enemy slowly. But in one game I made a march for the HRE capital on the far side of the empire by the time I got there I had lost half my army and never fought a battle.
