This is the available information in the wiki, unfortunately I don't know the answer to your question OP.
May question basicly comes down to: Can i be a clan instead of feudal, without beeing a muslim nation?
However, if you somehow manage to be tribal and vassal to a muslim liege, you could reform into a clan as a vassal without being muslim.
