Crusader Kings III

Can't declare war in the Tutorial, and no, my armies aren't raised. Any ideas?
So I'm at the point in the tutorial where I'm supposed to declare war on Desmond,

Select 'Declare War' from the menu you get by right-clicking the Earl's avatar: Check
Select Casus Belli from the Declare War window: Check

... and nothing happens.

I think there's supposed to be a final button to press in the lower right corner of the screen, but if so the Declare War window is on top of it and I can't move the window.

I'm pretty stuck. Any ideas?

My problem was my armies already being up. Maybe double check there's no army on your map. If there is, click on it and disband it. Then declare war. It took me an embarassingly long time to figure this out.

I'm so dumb it even tells you each war must be disbanded and raised again seperately but I raised and then couldn't declare and rage quit the toot 😂
