Who is the horse emperor? Mysterious icon showing up in game

Interesting title, I know, but who is the horse emperor? Where can I find them? Now you might wonder what I'm talking about. Horse emperor? What's that? Well, let me shine some light for you on this subject. Ever since launch, I've seen something strange when loading in to the game. And it seems like there's no threads about it either. But I've seen a horse dressed up as an emperor when loading in. I dunno for what country or where to find these "people", but I do want to know more about them.

How do I get them showing up?
When starting the game from Steam, I get to the launcher and then click resume, never play. And its this way I've seen the strange horse when loading in. It loads as a round icon (think CKII icons) in the bottom of the screen right before you're zoomed in to your realm. It's a brown and white horse dressed up as an emperor, with emperor border aroind the icon. And it's visible for about a few seconds.

At first I thought it was a joke or an illusion, but now I'm certain that this is something else, that this has some meaning. I've tried to take a screenshot of it with no luck, will keep trying though so I have something to show. And it doesn't load all the time, maybe 30% of all times. I've seen it about 6 times so far and it's interesting how literally no one else is writing about this CKII horse. Why is it there? Why does it show randomly and shortly before loading in? Will we be able to appoint our horse as an advisor or emperor? Can we play as this horse people? Are we, humans, going to be ruled by horses? I got so many questions but no real answers. However, I do hope others has seen what I'm describing and hopefully we can figure out more about this horse mystery.

From my research, it do look similar to a horse ruler mod for CKII. but it still doesn't explain why I can see it or why it shows in my game. And that horse I can see in CKIII looks more developed than what's shown on that mods screenshots.

Yes, that's him! But he never shows a message like that when I see him since he's shown for about 2 sec before quicky fading away

I've actually seen the icon at loadup too, thought I was crazy. I knew it was Glitterhoof, and have been looking for an easter egg with him here ever since lol.
