Picking the largest of the northeastern independent mongol tribes in 876 is the easiest way, the local kingdom should be (almost?) enough to take the decision. The Kirghiz Empire should also more or less disband at some point, or at least the eastern mongols will become independent, leaving a greatly weakened Kirghiz Khagan and lots of smaller dukes to chew up. It even is possible to get a comparable manpower with just your kingdom.
Beware that - unless this was fixed in the recent patches - the historical mongols will still spawn at around 1200 a.d. and usurp your empire, along with all the benefits.
So by that point you should already be "done" with your playthrough, or disable the mongol event in the game options. There isn't even an achievement for anything related, although it is still more difficult than e.g. the Almos Arpad achievement (declare a war you can't lose due to event troops).
