Primogeniture
Starting as my preferred faction has only two counties.. expanding towards the whole duchy is hard work, but possible.

As cultural head, I’m working on Royal Perogetive for High/Absolute Crown Authority, because my goal is to avoid the mess of partition successsion of any kind. It honestly makes the game basically unplayable for me. When I look at Primogeniture, however, it says it isn’t available to my culture. In fact, in says that with any faction I’ve tried so far. Can someone explain this to me? How does one get the ability to enact this succession law?

You have to research the tech before you can enact primogeniture. The late medieval tech tree is hard locked until 1200 AD, so you'll have to work around it until then. Not to be rude but you could easily have looked this up and this topic has been discussed ad nauseam since release.

I looked this up several times and nowhere could I find anything useful about it. The wiki itself only explains what it is and that’s it.

Well, primogeniture is innovation just like royal prerogative that you're working on. As Supply Slut mentioned it's not available before 1200 since late medieval era innovations are locked until then. The only ways I know to get primogeniture before that is playing as Byzantine Empire that starts with it or using mods.

There is a way to bypass innovation to gain primogeniture succession in central Europe.

In order to make it happen you must be subject of the HRE and have Austria in your possession, as duke to gain decision to form Archduchy of Austria, which will enact primogeniture succession for you.

Apparently there's another decision to get it as well: Restore Carolingian Borders[ck3.paradoxwikis.com]

The conditions are pretty demanding though, so not exactly going to help someone who's struggling to create a duchy.

Using a special elective for the titles you care about is a way to get around it before you have it available.
