Can't dismantle the papacy?
I took over all of italia, made all the relevant titles including the empire title. Pretty sure all my vassals were at peace and no peasant uprisings were occurring but the "Control the region of italia" isn't checked? I have unlanded the pope as well. Any idea what's wrong?

Had this issue some days ago.

Turns out that i was missing Venice, which is very hard to see.

I thought that was it initially too, but after conquering Venice I still don't have the tick.
Does the empire of italia include the lower bit, under the papal states? The region that looks like a boot?

You can actually click on Italia in the decision, and it will be highlighted. It includes the whole "boot", a decent chunk of inland, and couple of islands.

Aye, I clicked it but it does this odd little thing where the boot is shown as Byzantine territory while the rest is labelled italia, I guess that's what I'm missing! Will confirm when I play again! :steamhappy:

If you click on "region of italy" in the decision, it only highlights the region with a barely visible white outline.

Italia (the de jure empire) is not enough, you need these

Italy
Romagna
Sardinia & Corsica
Sicily <--- (i guess you miss this part)

And i want to clarify that its true only for unchanged de jures. The game checks the region per county, so if, say, Sicily, Venice and Sardinia are all de jure part of byz (thats what the situation was when i finally got fed up by Pope in my game), i still had to get them. Also this caused me an extra war with Francia later to get the Slavia.

Sorry to resurrect such an old thread, but THANK YOU SO MUCH EVERYONE HERE. I know I'm not the OP, but I've struggled with this at least three times being in the OP's shoes and not knowing what I was doing wrong. I had EVERYTHING listed as part of Italia- as far as I knew. This time, I was missing the tiny island of Malta that is below the boot. And now that I have it, it doesn't even show now as part of Italia- it shows as Duchy of Sicily > Regnum of Sicily > Byzantine Empire. No wonder it never occurred to me to want Malta.

But as soon as I got it, I was given the option to dismantle the papacy. The option showed up spontaneously as a feather at the top of my screen. I didn't even have to go to the sidebar to check for it. AWESOMENESS. Thanks again.

Look closely for Venice, folks!

I had actually homed in on Malta as my problem, then realised the Count was a vassal of my vassal, the King of Sicily. Then I looked at what I thought was Venice, and it was in my realm too.

Turns out I was looking at "The Grand City of Veneto", the coastal part of the city on mainland Italia.

You have to click on the island and the "Earldom/Barony of Venezia".

Once I spotted that, the Papacy was toast in less than 10 minutes.
