Establish Bactrian Supremacy

So I have everything needed in order to take the decision other than "Kabul is in the Bactrian Region"

I own the country, and the dutchy. How do I add it to the region ?

Based on the wiki it's just your capital that needs to be in the Bactrian region. You can't move Kabul, but you can move your capital. So move your capital to somewhere in the Bactrian region and you should be able to do it.
