Genoa and Naples are two different Kingdoms:

You can also press (i) for de jure kingdoms map mode, then click on the icon of the respective realms. On the "create title" button you can see the requirements.

I checked it and i see no de jure titles for that 2 kingdom and i cant figure out how to create them.

Seems like they are regular kingdoms with the standard requirements = hold more than 50% of the associated counties.

Maybe i am doing something wrong but i dont see any de jure titles so i am not sure what are the associated counties. In case i check the empire of italia i see that they are part of the empire but there is no de jure county for them

Just checked in game, seems like the wiki is wrong. Genoa is only a duchy, and Naples doesn't exist at all (1066 start).

They are not listed in the wiki as having de jure duchies, so they should be found under titular or uncreatable kingdoms. I don't see any decisions to form them either.
