Cultural Fascination

Playing as the tutorial guy Murchad.
Apparently as the Cultural Head, I can change the fascination freely. How do I do that?
The current fascination is Stammesherzogtum which is "Unavailable to the Irish" due to Irish culture not being present in Germany. Does that mean the fascination can be an innovation not normally available to a culture? Or is it just a quirk/oversight that the game sets Irish culture's fascination, to something Irish culture can not learn at the game start?

The game seems to randomly assign fascinations at the start. If it's something you can't learn it'll flip it to something else at the end of the first month.
To change it yourself just click on the fascination tab (candle icon IIRC) and select one of the techs.
