Eligibility to vote for HRE?
Hi my Lords,

I have noticed that the electors who are eligible to vote for the HRE are apparently arbitrarily determined. According to the tooltip, the following are guaranteed to be eligible to vote:

Ruler of the Counties of Cologne, Mainz and Trier
and
the Duchies Bohemia, East Franconia, Ostfalen and Ostmark

in my case it is partly some random ruler.
With my previous ruler, I had 5 votes. (I don't know why) I held Eastern Franconia with my vassal. Now my new Ruler has taken over and I am no longer eligible to vote with the same realm.

Do I have to hold the named counties / duchies as domains to be eligible to vote?

If so, why was my previous ruler entitled to vote?

Can someone explain the voting system to me again.

Yes you have to hold said dutchy as domain.

"The Emperor and the seven Prince-Electors can nominate an Heir from amongst themselves, any Legitimate children and siblings of the ruler, as well as any other major De Jure Vassal of the Empire. If an historical elector Title is held by infidels or does not exist, another De Jure Vassal will take its place. This Succession Law places a significant importance on Faith and Piety.

The Electoral Titles for this realm are the Counties of Cologne, Mainz and Trier, and the Duchies Bohemia, East Franconia, Ostfalen and Ostmark.

Removing this Law costs 10000 Prestige. Having this Law active increases the vassal limit by 20."

That's exactly what I thought. And that's just not the case. Therefore I am confused that the Prince-Electors are random nonames.

For example the Count of Kassel. Or the Count of Lübeck. And the rulers of the relevant cities (Trier, Cologne, etc.) are not among the Prince-Electors.

Did you create the HRE? Then the most powerful vassals in the region are choosen.

No. I started as a little count in 1066 and wanted to work my way up to become emperor. HRE has existed from the start.
