How can a King dclare a SUBJUGATION WAR to an Empire?!?
Guys please fix this because AI is doing insane things, how can a lower rank title subjugate a higher rank title, it can subjugate max its peer title. Please fix.

perks of tribal - Ive done that and went easily from kingdom to empire rank. i was minding my business when i noticed khazaria became significantly small, prob due to some inside politics and whatnot so i quickly went ahead and declared a subjugation war and boom, became emperor lol

That's pretty much the point of a subjugation war. You attack the biggest guy around, and usurp his highest title if it is equal or higher than your own.

That is pretty much the major purpose of the subjugation. For equal or lower titles, it isn't all that interesting since you can only do it once per lifetime (and you also have conquest and holy wars to expand rapidly).
