Does the pope have to be independent to start a crusade

I made the pope my vassal and ever since then 3 popes have gone by without doing 1 crusade

Didn't know that was possible, but it all really depends on your crown authority i suppose. Absolute crown authority won't allow vassals to declare wars on other realms.

More likely you get bad priests/popes that reduce the fervor of the Catholic religion, making it impossible for him to declare great holy wars.

It's more about Fervor but typically Vanilla Crusader Kings 2 anything religion related is slow and doesn't happen often.

Take Holy Orders for example

In Vanilla unless the stars aligned i never saw anyone start any holy orders and typically it was only me starting them. However, The AI Seems to love using them! Can't get enough!
