war for de jure county
i have a war goal for a de jure county, that only seems to exist because its part of my vassal's de jure duchy. makes sense right? however,

next to him lives another vassal. he owns his own duchy as well. and the same enemy faction holds his county as well. i can not get an option to wage a de jure war for that one. and in fact,
this is the most common situation. in 9/10 instances, the game doesn't seem to give you the option of conquering specifically 'de jure' land for either yourself, or a vassal in the name of a county, barony, that belongs to the de jure part of their higher title. just tribal conquest.

there is no difference between these two vassals whatsoever, none at all. except that one does get his de jure claim, the other does not.

Is the difference in the vassals' respective cultures? You need a cultural innovation to declare wars for a De Jure claim, so if the vassal doesn't have that innovation, they can't lay claim to the land, and you can't declare war for it.

How many titles does the vassal whom you are able to do De Jure war with have?
I notice that the 10 year old only holds 2 titles, 1 is the duchy and 1 county(?). How many counties does the duchy have? Because if the answer is 3 and he is the one you can't use de jure with i think it's because he isn't actually the de jure holder of the duchy as he needs 2/3 of the counties (iirc) to be the de jure owner

he has 1. but so does my son. they both only have 1 county out of 3 for said duchy. the son also holds the de jure duchy capital, the brother in law doesn't.
