how exactly is this possible? it happens rarely, but it never really makes sense. MAA's only limiting factor is your ability to pay for them. so why would the regen stay at 0 when i'm paying for upkeep and the armies aren't raised?

The regen will be at 0 if you're in debt. Wether they are raised or not.

Think you may be mistaking levies as being men-at-arms regiments. They are not and issue your describing fits perfectly with levies.

i can see in my military tab that i have less than the maximum amount of man at arms, and its not replenishing.

Last time I saw someone with a similar issue, raising and disbanding fixed the problem, maybe try that.
