Decision "Restore the Roman Empire" not available

I have searched a little but didnt find why this decision is not availbale in my game. I am emperor of France and Italia and the Pope is my vassal. I precise that the decision DONT appear in the possible decisions.

You might have to set the Empire of Italia as your primary title to get the decision, I thought you had to have the Byzantine Empire for it, but the wiki mentions Italia and the HRE for empires that get the Reform Roman Empire decision as well

See the requirements in the Wiki[ck3.paradoxwikis.com], I haven't done it yet, but I suppose that it might depend by your Primary Title, it should Italia in this case, but I'd heavily suggest to make a back up save before trying.

Can't really tell you more than what's on the wiki ;

Adult
Feudal or Clan government
Control the territory of the Roman Empire
Own the Byzantine Empire, Holy Roman Empire or Empire of Italia title
The Living Legend Level of Fame
Religion is one of the following:
Christian
Religion Greco-Roman

Might have to do with the territory. You don't need to own the byzantine empire title, but you still need all the lands in it.

The decision only appeared to me AFTER i conquered what it used to be known as the byzantine empire.

So, my suggestion is, conquer all and the decision will appear.

I know this thread is a little old but I think I found out a solution for future reference.

In order to restore the Roman Empire as Italia you:
- Must be of Italian or Roman culture (or diverged variants)
-Must be of Catholic or Hellenic faith
- Capital must be inside the region of Italy (Not to be confused with "de jure" Italy)
- Must personally hold the Empire of Italia title
- Must have completed the "Unify Italia" major decision, effectively putting back together the original province of Italia.
- Optional: Kick the pope out of Rome and move your capital there. There are juicy bonuses for restoring the Roman Empire with your capital being Rome.

After all this, the decision to restore the Roman Empire will become visible.

Actually, to pass "Unify Italia" decision, you have to be either Roman culture (any faith) or Latin heritage with christian or hellenic faith.
