Seriously I have had instances where they followed me around and did not join the battles (even though we outnumbered the foe Just with my own army (I was trying to eliminate armies before they linked up....They linked up and my Ally with 2 armies right next to me just kept shuffling back and forth).
I thought it might be a timer. Either way, things have to go poorly for your ally for quite sometime. All you have to do is take one potshot and you're golden, like the USS Cerritos in the title sequence for Lower Decks.
Profit
The scolding triggers an event - if you don't reach 100% participation after 1 year, you lose an entire level of fame. Similar to declaring war on an ally.
If you are planning for example to put your Dynasty on a foreign Throne, Alliances are the way to go, so helping them may carry different benefits.
You can also make some profits.
