thanks and yeah im looking now, i think im gonna continue to play on game pass to gain a better understanding of the game and eventually get it on steam once im ready for mods. i usually play strategy games like this without mods first to get use to the game then add mods to make it more fun and enjoyable. but other than mods, does the steam version offer anything different than the xbox on pc version?

You need to create a Paradox Account, then just subscribe to any mod that piques your interest, once you launch the game log in with that account you can enable/disable mods in the launcher. No messing with any files of any kind.
I too am using Gamepass and it works just fine.
