Both rulers are at least 3rd degree relatives, or
One of the rulers has the Defensive Negotiations diplomacy lifestyle perk, giving them +1 Alliance limit
I want to say I had as many as 8 alliances at one point.
Even if there is no limit or the limit is set high, it becomes harder and harder as each alliance makes the next alliance harder to get (the other party will factor in how many alliances your character has, so he alliance you have sort of decreases the chances of an alliance offer being accepted, probably a game balance reason vs historical reason)
usually when you don't meet the requirements the option is still there but greyed out but in my case with this one ruler the option is entirely gone even when switch rulers and select him from them so i don't think it's a requirement thing tbh

I have 11 allies right now, if it was difficulty related the option would still be there but with a red x saying not possible, like i say the option is missing even with a red x or grey, just......gone and only with this one ruler.
Starting to think my game is bugged.
