Yeah, while i don't doubt your percentages are correct. The game seems to actually decide the outcome before the options pop up appears, as I reloaded it a dozen times and the cat died every time, no matter what option i chose. Also the game has done this on many different occasions, locked a decision into happening no matter the choice i take and I've literally spent over 50 reloads trying to change the outcome. Ultimately the outcomes are never game breaking but I just wanted to see if indeed i was locked into the decisions.
The weirder thing is, if you reload an older save then the outcome can be different. So i'm not sure when it decides on the outcome but it seems to lock it in at some point.
Take kids for example, if you save just before the day they are due to be born it spawns the same kid but save a couple of weeks before and you can get a different kid.......
You haven't unlocked the pet store city building yet?
There is also an event where you randomly find one, unsure if it's related to any specific lifestyle.
You can even have both sleeping together for some bonus
