have a character with high intrigue, has the fabricate hook perk, high intrigue spymaster either finding secrets or fabricating hooks, supporting schemes, seductions. still can't get more than a weak hook or a strong hook secret, which is then disabled from being used to become an actual strong hook with no sensible explanation as to why.
You don't fabricate these yourself, just the "find secrets" job from the spymaster does this.
Bewarned that this is completely unreliable, as it constantly wants to give strong hooks on random people at the target court. Rarely the character you want the hook on.
The best use is if you desperately need agents for a murderplot.
Also, while hooks on guests and courtiers might not yield any gold, you can use the hook to drag them to your court which is useful if you get one on a character with godly stats.
