its around 2100 piety, doesnt enough :(
Haven't had to play Intrigue or Steward since I stopped being a lowly count.
Also, check why it says 4500, you'll see it has to do with fervor. At least it was like that when i created a christian heresy. So the price would change depending on fervor.

I honestly have no idea how to reduce Fervor other than size
The basic holy wars, not a great one. Maybe securing your holy sites too, I think it lower the fervor.
You may want to wait after a failed crusade. I took the theologian line which made reformation cheaper, but after a failed crusade, modifying virtually everything in the religion became very cheap.
