Since the bonuses work like that, I might actually consider building it in a Duchy I intend to give away, since I'll get an indirect bonus from it personally. Royal Armories and Marches could be useful in this way, too.
Still think the Military Academies are the most powerful though, followed by the ones that give troop bonuses. +6 Knights and +75% Knight Effectiveness is pretty awesome, and stacking +45% Archer/Cavalry Damage on top of all the additive modifiers from normal buildings could be absolutely insane at top levels.
