sometimes it doesn't but i suspect that is due to a fake conversion.
If you do not plan to keep the county, give it to a knight without your religion. Than ask him/ to convert. Cheese, but meh. Sometime converting a county on Iberia can take decades. If you get a resist, gah... If you plan to keep it, do the same thing, than revoke. Best to revoke when your ruler is old. The penalties do not carry over.
Would making a new religion help? Catholicism has been failing because of the Norse and the fact that the only 4 Catholic Kingdoms are fighting each other only.
Will this also automatically convert the provinces?
But if you want fervor to stay high dont declare holy wars as that brings it down and dishonest priests make it go up.
BTW there is a lifestyle perk that halves the cost of creating a religion in one of the learning trees so make sure to get that if you are going to make your own.
For 3050 piety I was able to alter and chose EVERYTHING I WANTED.
