How do you form a custom empire?

So I have the opportunity now to create new kingdom titles etc after a wierd bit of war and ending up vassalizing/getting territory a bit more than planning. Problem is that I got this wierd split of two different empire borders. So I would have enough to form one empire if they combined, but as it stands, it is just too low both to form an empire out of either.

I checked game rules, it says custom empires are enabled, but darned if I can figure out how to. I don't just want to create the kingdom right now. It should be okay this time because current heir only had one make son so would get both. I am more concerned about the long term.

Attached screenshots to show my current rule. Not huge, but still a couple kingdoms, plus some random colonials from a previous takeover.

Says you can do it in decisions, need 120 realm size or at least 3 kingdom titles and 80 realm size and a bunch of other fun stuff.

Thanks MKJoker. I couldn't find it because it won't show it unless I meet the requirements would be why. Getting a those requirements. Now just need to figure out how to see my current number of counties in my control so I can see where to take to finish it off XD.

Edit: Found it, the realms tab.

Currently two kingdoms at 42. Tiny tiny I guess. I will need to hold off with the one heir til next generation and wait for a transition of power from neighbouring one. Should be doable. I just need to be rid of a little border gore caused by another ruler.
