Not really sure if I'm more pissed or impressed. But seeing as I'm wiping out any viking scourge that pops into my kingdom and reclaimed my lost lands I'd say I'm the former.
I think raiders are doing a bit more than just stealing. They are terrorizing the county, and a ruler should be able to put an end to that by any means necessary. It is clearly a matter of casus belli for war, everyone in your country would understand it, and everyone in the opposing country would understand it too. And guess what? Other nations would understand it. It would be rightful and legal course of action, and nothing else is needed.
If it was some 10 man gang, the matter would be different, but when it is 1000 man and more we are talking about army and assault.
TBH i think the issue is the same like the whine threads about seduction or succession laws.
Players don't want to accept that there will be horrible setbacks or even gameovers in CK3, because the rules and RNG affect everyone equally.
It is you who are seeing this incorrectly. Fabricated casus bellis are already lies, a simple game mechanic, better said click & lol casus belli. 1000+ man raiding your lands is a concrete casus belli, a /reason to declare war/. It does not have to do anything about any title, but as a consequence someone may lose a head and someone get a crown.
