how do I create a vassal?
Dumb question, but no matter who I choose it says they will become "independent due to their tier equaling ours", so where is the option to create a vassal?

I have 4/3 domains as chiefdom of vestiland

You have to become a Duke, or tribal equivalent. So you need to create a Duchy first. Next shield along from the county one. Then when you give someone land, you outrank them. Same principle all the way up for kingdoms and dukes, empires and kings.
