how do I create a vassal?

Dumb question, but no matter who I choose it says they will become "independent due to their tier equaling ours", so where is the option to create a vassal?

I have 4/3 domains as chiefdom of vestiland

You have to become a Duke, or tribal equivalent. So you need to create a Duchy first. Next shield along from the county one. Then when you give someone land, you outrank them. Same principle all the way up for kingdoms and dukes, empires and kings.

Do you have a Duchy title? If your highest title is a County title you can't have Counts/Earls as vassals, even if you hold multiple counties. You need to steal or create a Duchy title, then you can give counties out.

Same goes for Duchies and Kingdoms when you have those. Your vassals need to be one tier lower than you, so even if you were King of Ireland and conquered Wales, you wouldn't be able to give a vassal the King of Wales title until you created an Empire.
