Hm, perhaps I'm misremembering that, then.
Best file a bug report with this info, should be an easy fix once they get to it.
It'll quickly sort itself out without worry.
Also, you can try to switch the capital of the county. It is the kind of capital of the county that decides whether you can hold it or not.
