I just raise them split of a small army and disband the rest so the levies reinforce again. I do it like this so it don't cost to much while the army is raised
I just noticed it grew when I had the army raised so thought that was the fix
Army quality was 4 stars. So i did the think where i raise the army, then disband them right away which starts the refilling again. But as soon as i raised over 6500 troops the army quality dropped to 3 stars.
So maybe its intended to soft lock the highest possible quality of your overall army?
Its just based on how much stats the army has behind the amount of troops it has...
So far the most likely explanation i heard is that it keeps less troops so they stay elite instead of diluting the quality. That might explain why my armies are always elite.
