Don't confuse things. A kingdom is a kingdom, a duchy is a duchy. If you have an actual king ruling you, creating a duchy inside of the kingdom should be entirely possible, and not prevented by a "you can't do that" prompt.
No. Anyone who holds enough land to create a duchy can create it and become duke. Unless they're a vassal TO a duke. Because then you'd have a duke being a vassal to a duke which doesn't work. You'd have to become independent or have a kingdom/empire liege.
I was the vassal to a duke who was the vassal to a king, thus i could not be a duke, my lord(the duke) died and the king inherited his lands, so now i am a count under a king and can become a duke
Gotta take their title and BECOME the duke. Or wait for your liege to be...well not YOUR liege. Having the king yoink their title works, because then you're the King's vassal, not the DUKE.
