Should I create and hand out Dutchy titles as a King?
I just became the King of White Rus' and am holding two Dutchy titles, there's one more in the Kingdom I can create and I have a few vassals with some negative penalties of "Liege holds dejure dutchy" and "Not rightful Liege" (I assume that is due to me not holding the dejure dutchy title of that particular vassal) Should I hand out dutchy titles or no?

Yes, create the titles (you'll get prestige) and pass along any that are over your duchy title limit.

I didn't know there was a dutchy title limit, I knew about domain limit. Where do I see dutchy limit?

I forget where I saw it. Not in game at the moment. Somewhere it told me "As a duke you should only hold 2 duchy titles" or something along those lines. Not sure what it was for a king. It may have been on the tooltip for a warning about holding too many duchies?

Vassals will get mad if you hold more than 2 duchy titles (aka grand duke). Each duchy held beyond your second will get a stacking -25 opinion.

Even worse is that having unnecessary vassals within several duchies will also make them "powerful vassals" with the -40 "not on council" modifier. Desiring the title is another -25.
And if a duchy doesn't exist, they also will be "not de jure" with another penalty.

So generally you only want to hold on duchies until you have a kingdom. Then get rid of them asap, in particular if you only have 1 county in them. Instead revoke / murder any unnecessary counts within your primary duchy to consolidate power for further generations.

However, there is no direct economic penalty like the domain limit, which represents the limit of what your character + steward can administer efficiently. So in theory you could live with a -25 opinion from vassals, but not with the crippling penalties from holding too many counties and baronies.

Thanks for all the tips, now I'm wondering if it is possible to move your capital and if so, how? I was investigating this and I couldn't figure out a way to do this.

Depends on your situation. Do you want more powerful vassals? Can you keep potentially rebellious dukes in line in a few generations?

Just saying "yes" for the prestige now makes sense, but it's also a short sighted reward.

But on the other hand, having rebellious dukes is its own reward once they're in your dungeons...

My realm is pretty stable right now and handing out the titles will just make it that more stable. I'm already making bank off all my adultering dukes xD

I actually destroy most of them in England. If they don't exist I don't have 5 lords crying about wanting the Duke titles.

I guess it would just depend on the situation.

Click on the town say London, then in the town window next to the name is a crown and next to that crown is a crown with an arrow pointing up. That will set the capital, can only do it once.

If it's the same as CK2, you can hold any number of duke titles as a duke, but more than 2 as a king or emperor and vassals will get mad. Essentially they get mad if they see you as hoarding titles you could otherwise hand out. As a duke in CK2, holding more than one ducal title made you a grand duke, which gave you an increase to demesne limit (domain limit in 3), as an middle-ground between the demesne limit between duke and king.
