If that is a cultural name for knights, then you can look for some using a decision, or by having your marshall train troops and have a small chance of randomly getting one.

I think it's just due to a council members failure (I forget which, marshal maybe?). Basically they did their job poorly. Pick council members with better stats to have less failures.

[Fidelity]

You can resolve it by having your Marshal increase control of the county.
