Just to check.

Is your control low? It reduce how many levy you get from your own lands.

Do your vassal hate your guts? Cause that can impact your vassal contribute to your levy.

Is your army suffering from high attrition? Food supply? That can burn through your levy reinforcement pretty fast at 5-7% each month.

I was able to play around with 5k levy as a pagan just fine. Just had to split it as supply limit was fairly low in most area.

The starting armies won't replenish, they're special units, same as they were for the sons of Ragnar in CKII.

I am talking about the maximum number of possible levie but I think kinda figure why. I think it considers the special unit that I began with which is around 5000 men. And that plus the 2000ish levis I can raise that makes it around 7000. As I can't replenish special troops that's why I am not getting anymore levies.

I started without any form of special units which could very well explain why I am not having your problem.

Mine weren't replacing either, what i did to fix this was raising the levies and immediately disbanding them after they spawn on the map. This fix the issue every time.

As far as i can tell, this is a bug, and not a feature. For some reason levy replacement will be stuck at 0, but will start to go up again once you do what i described above.

I wonder if it's tied to food supply as poster indicated, because sometimes my inits counts did go back up, other times they stagnated or went down. I do remember on one of the clicks/menus there being a food/supply indicator. It would sort of make sense if you didn't have enough supply or maybe even distance from region (logistics?) that it would cease going up.

I can confirm. I had 628/1241 levies with (0 / month). I did as suggested, formed an army and disbanded the army and my rate changed to (+40 /month)

Not the first bug I have seen but by far the most confusing and game altering. Thanks for the fix.

Yes as suggested above just raise then disband army and it'll fix itself.

Seems to be a bug. happened to me once my ruler died and had to play as heir.

Beforehand it didn't happen though. So not much to worry about, though do keep eye on it.

This is exactly what triggered my game to do so as well.
