These have completely different requirements, conditions and outcomes.
Edit: After looking things up I think forced vassalization also has several issues with the target has to be independent. Also needs to own less than a certain amount of counties to be used. Overall, subjugate is simply much better than forced vassalization.
I like it when I don't have access to subjugate, which is most of the time.
Like Aurian said, most of the time you don't -have- access to the Subjugate casus belli. Forced Vassalization is an amazing tool for quickly expanding your realm's territory without the need for a proper Casus Belli, which means it's incredibly useful for basically all Feudal rulers.
My realm went from 280 counties to 400 in one generation thanks to that thing, as a feudal cathar. It's insane.
Edit: Isn't subjugation once in a lifetime? I don't think anyone mentioned that.
