You wait for new courtiers with high Prowess to appear in your court over time. You use the Marshal councillor ability to actively go look for more knights. Or you speed up the first option by using the decision to encourage more knights to join your court.

Training children to be warriors also helps (But puts them at risk in any combat of course)

choose the lifestyle perk chivalry under martial, down that row of perks you get more knights and it makes them more effective as well
