Is there a way to cap FPS?
Is there a way to cap FPS? I'm vsynced at 240hz, which is way too much for this game. 100% constant gpu usage, so capping at ~120fps would be really nice.

Nvidia Control Panel -> Manage 3D Settings -> Max Framerate

I capped my to 30 (in attempt to lower gpu usage and temperatures), but it's still using 100%.

Tried control panel. Refresh rate stayed the same.
Not that that would justify why the game east through GPU like that.

It seems there's something quite taxing on the gpu. Went to lowest graphics and it fixed for me. Now I'm upping stuff one at a time to see what is it.

Let us know what you find. I've tried turning stuff off individually and only the water reflection seems to make a bit of a difference.
edit: map objects also helps it seems.

So far, AA 4x bumped my temperatures by 8C.

On AMD Radeon Software you can enable Radeon Chill to set caps.

Turn off Refraction and Advanced Shader Filters.
Brought my temps down by 13'C

Are you sure it is "refresh rate" you mean? Because refresh rate is not the same thing as framerate. Refresh rate is determined by your monitor and should be static (ex: 60 if you have a 60hz monitor) unless you have a monitor capable of adaptive sync (Gsync & Freesync) which will sync the refresh rate to the game's framerate.

You need to uninstall Asus GPUTweak and reinstall nvidia drivers if you have it, otherwise the nvidia gpu cap will not work

Sorry, not a native english speaker, it's "Bildfrequenz" which is frame rate.
And I set it to sixty in the nvdia control panel. In game the rate is still 165 :/

No problem, how do you check your framerate?

The monitor has an inbuilt functionality to display it.

Ah, then it all makes sense. My monitor has the same functionality.
The problem is that you are not checking the game's framerate on your monitor, you are checking the monitor's refresh rate (Hz) on the monitor.

The easiest way I can think of to check the game's framerate is to use steam. If you click on "steam" in the top left corner of the steam window, then you go to settings, click on "in-game" in the list to the left. There you should be able to show the game's fps, here's a picture: https://www.howtogeek.com/wp-content/uploads/2017/02/fps_1-650x459.png

If you have used your monitor in the past to check games' framerate and it has "worked" (ie: it didn't show up as static 165) is because you have gsync or freesync on your monitor which synchronizes your monitor's refresh rate to the game's framerate. If you have a static 165 refresh rate on your monitor all it means is that your gsync is not working properly. To fix your gsync for Crusader Kings 3, try make this change: https://i.imgur.com/0jwLJHt.png
