Willy the Fox achievement

I have an issue,
I started as Robert the Fox, I rule Kingdom of Sicily, I conquered Kingdom of Hellas and converted to Catholicism.
But still not achievement.. shall I wait for 49 years so the kingdom of Hellas be de jure part of Kingdom of Sicily ?

You need to have the whole of the kingdom's de jure lands in your possession AND converted.

Also, I had to have kingdom of Sicily as my primary title but they could have changed that in this patch.

I have the whole kingdom's de jure lands, Duchy of Athens and Duchy of Achaia. Basically I have give the tile of Duchy of Athens to a vassal.
I have the kingdom of Sicily as my primary title.

All I know is that all counties have to be converted to catholic religion.

And I've red that taking the decision "Empower the Sicilian Parliament" messed things up before. Not sure after the patch.

I have read that, but I didnt press any decision like that
