You already can.
Making a game isn't as simple as you seem to think it is, my friend. There's a lot that goes into it besides pretty graphics and music. Coding, textures, movement, actions, quests, anything you have to read, all of that takes a lot of time to put together. The devs also have their own personal lives that they live, they don't just sit in front of a computer day in and day out making this game. You're also not taking into account how closely the merfolk quests are tied to the main quest, you can't heal the island completely without also healing the ocean. If you're so disappointed with their pace and what they put out then why don't you try making your own game and see how difficult it can be. I know Unreal and Unity got you thinking it's easy but that stuff costs money and time to do even when its short. Try to be more considerate of other people instead of being impatient.
