Finding the Merfolk

I am presently trying to gain access to the merfolk kingdom but am being blocked by a purple "mythic barrier". Everything that I've read suggests that I need two things to get past this: First to clear all 40 coral sites and Second to get the dive suite 2.0. I've verified that I've cleared the coral sites, but cannot trigger the cut scene to get the upgraded suit. I've read that to do this I need to meet the two merfolk npc's somewhere on the undersea map, but I cannot find them anywhere. Any help would be appreciated!

If you are getting the purple barrier, you haven't gotten the Goddess Blessing yet. Go complete any altar bundle and you'll get it.

You should have already met the two merfolk in a cut scene when you entered the silver kelp area. That's how you get the 2.0 upgrade.
