"Meet me at the beach west of the diving spot"

It's the second time I get this letter and have no clue where to go, or who to meet. I wandered around the beach, the diving spot, west of it, I simply don't know.

ps: I know it's on the following day, by 6pm.

I received that letter as well. From the Diving Spot fast travel location head left down the stairs to the beach and an event will trigger.

I've gotten that letter several times. I've seen the event. But I've gotten the same letter twice more since.

This quest is actually pissing me off. I get this letter in the mail every day and no one ever shows up. I have gone there right at 6pm, slightly after 6, gone early and waited, teleported back and forth to keep re-entering and nothing ever happens. I am beginning to think someone in town is pranking me.

Location: Beach West Area
Day Time of day: 18:00-21:00
Can trigger on the same day: Yes
Only with weather: Sunny
Unlock requirements (all of them):
Quest 'suki_2_helper' is active
Date is not between 17 Winter and 21 Winter
Date is not between 15 Fall and 28 Fall

I got the letter Winter 3. Winter 4 I went to the beach, but nobody showed. It was also snowing.

I went the next day (sunny), and the cutscene triggered.

I've got the letter also but on the same day as festival - missed it because of that (festival ended later than 6PM)... it's something that has to be avoided :-(
