No Marriage possible

If I want to give Suki the diamond ring, it says "propose" and a normal dialogue appears.
I have 10 hearts full with her and I have watched every event I know in its entirety.

What else could I do?

You also need a level 3 house, if you haven't done that yet.

The house isn't the problem, that's level 3 and I've also gone through the heart events twice, even if there's no video the second time. I started a new save and used someone else, and that worked.

I have 10 hearts with Mark and can't get married. I did all the events until 8 hearts, the last one before marriage should begin with him sending me a letter, but it just never came. I also have the level 3 house etc. Marriage seems to be pretty bugged for most NPCs.... That's really frustrating.

I feel a lot of 10 heart events, those that require letters, are bugged. I got the problem with Scott. 10 heart event won't come cause he won't send me a letter.
